Workforce Development Compact membership application
The Maine Workforce Development Compact (MWDC) is a collaboration led by the Harold Alfond Center for the Advancement of Maine’s Workforce, the short-term training division of the Maine Community College System, and focuses on addressing the state’s skilled worker shortage. Through strategic investments and partnerships, MWDC supports Maine’s workforce by enhancing the skills of frontline workers. Our shared mission is to empower frontline workers with opportunities for advancement while helping employers succeed in today’s competitive market.
Purpose
The Maine Workforce Development Compact is an employer-led initiative designed to address Maine’s workforce challenges by aligning professional development opportunities with business needs. MWDC works collaboratively with employers to ensure that frontline workers gain the skills required to excel in their current roles and advance their careers. This initiative bridges the gap between workforce demands and skills availability, creating meaningful training solutions for businesses striving to remain competitive and for workers seeking greater security and advancement opportunities.
By focusing on the needs of employers, MWDC ensures training investments directly contribute to organizational success while empowering Maine’s workforce to thrive in a rapidly changing economic landscape.
Benefits
As a member of the MWDC, your organization is eligible to receive:
Training Support: Financial assistance covering up to 50% of eligible training expenses, with a maximum of $1,200 per frontline worker per calendar year and a maximum of $250,000 per calendar year per employer.
Scholarship Opportunities: Access to scholarships for frontline workers who enroll in Maine community college courses, with specific funding parameters.
Customized Support: Regional Workforce Development Coordinators and administrative teams to assist with training and funding requests.
Flexible Training Opportunities: Training is available through Maine’s community colleges, an in-house training, or through a third-party training vendor.
Requirements
To participate, businesses must:
Be located in Maine or have a Maine location
Trainees must be Maine residents and frontline workers
All funding is subject to availability and compliance with program guidelines

Next Steps
- Complete the Application. Submit your application to become a Compact Member. Once submitted, you will receive a copy of your completed application for your records.
- Sign the Memorandum of Agreement (MOA). After submitting your application, you will receive a MOA via Adobe Sign from EMAIL ADDRESS. Please ensure the MOA is signed and returned by an authorized representative of your organization.
- Approval and Initial Contact. Once your signed MOA is received, you will receive an approval email. A Workforce Development Coordinator will then contact you to guide you through the process of preparing and submitting funding requests.
